Cirebon, Kontroversinews, Com. – Deputy Mayor of Cirebon, Siti Farida Rosmawati also attended the National Workshop held by the Indonesian People’s Consultative Assembly (MPR) in collaboration with the West Java Provincial Government at the Holiday Inn, Pasteur, Bandung City, Wednesday (10/12/2025). The forum was attended by regional heads from all regions of West Java and discussed the use of regional bonds as an alternative to financing infrastructure development.
Through this workshop, the MPR RI together with the West Java Provincial Government hope to create a common understanding regarding investment mechanisms, profit opportunities for investors, as well as development benefits for the wider community. The workshop was also held to provide an understanding of regional bond instruments, as well as encourage district/city governments to consider innovative financing schemes to overcome fiscal limitations in the Regional Revenue and Expenditure Budget (APBD).
With the increasing need for development funding in West Java, regional bonds are seen as a strategic option to accelerate the realization of vital infrastructure projects. This meeting was also directed at gathering input from regional governments and mapping potential and challenges in the field, so that financing policies can be implemented effectively and remain accountable.
On that occasion, the Governor of West Java, Dedi Mulyadi emphasized the importance of maintaining green open spaces amidst infrastructure development. The governor also emphasized that the subsidized housing program, including the Three Million Houses Program, must still follow the horizontal development moratorium policy that has been established by the government.
The Deputy Mayor of Cirebon considered this workshop to be very relevant because it raised the issue of accelerating infrastructure development throughout the West Java region. According to him, there are still many regions with weak to moderate levels of fiscal independence, so they face difficulties in accelerating development.
“Thank God, this workshop activity with the Indonesian MPR was attended directly by the leadership of the MPR, the Governor, and all regional heads throughout West Java,” he said.
He explained that discussions regarding regional bonds were important, considering that some regions were still limited in their ability to finance infrastructure. The governor has also directed that infrastructure spending be a priority in 2026.
With budget efficiency and limited transfers from the central government, regional heads are expected to start considering other financing options, such as regional bonds and Regional Government Cooperation with Business Entity (KPDBU) schemes with BUMN and other parties.
“The Cirebon City Government is still waiting for further direction regarding the authority for infrastructure development between the central, provincial and city/district governments. The point is that we are ready because the most important goal is to accelerate development,” he explained.
