FK-GOL: In 2025 Kuningan Escapes Default, But Still Remains Delayed Payment

Brass, ControversyNews | The financial management of the Regional Government (Pemda) of Kuningan Regency for the 2025 fiscal year has been widely discussed on social media. A number of reports stated that Kuningan had managed to escape from a state of default.

The Joint Communication Forum for Mass Organizations and NGOs (FK-GOL) also highlighted this claim. Chair of the FK-GOL Barracks, Nana Rusdiana, S.IP., said that success in escaping payment failure needs to be proven objectively.

This was conveyed by Nana Rusdiana on Thursday, January 1 2026, at the FK-GOL Secretariat. He emphasized that claims of success in financial management of the Kuningan Regional Government in 2025 cannot be seen only from the news.

“Based on the information submitted to FK-GOL, there are still several problems that have not been resolved, such as the payment of the Additional Income Allowance (TTP) for December and a number of grant budgets,” he said.

Nana added, even though Kuningan Regency in 2025 won various certificates and achievements, this was nothing new. According to him, since previous years Kuningan has also received many awards, but in fact it has still experienced payment failures.

He admitted that the financial management of the Kuningan Regional Government in 2025 was indeed better than in previous years. However, regional loan mechanisms that are still being implemented still have the potential to become a financial burden in the future.

“For the time being, we appreciate this success. However, we will carry out real proof in 2026 through analysis and study of the realization of the 2025 APBD, BPK RI Audit Results Report (LHP), Regent’s LKPJ, as well as reports to the Ministry of Finance. Whether everything is appropriate and there is no budget fraud,” he stressed.

Furthermore, Nana explained that in analyzing the APBD, Regent’s LKPJ, LHP BPK RI, as well as budget realization reports to the Ministry of Finance, FK-GOL always involves financial consultants. The results of the study were also followed by sampling tests and direct field investigations.

“From the experience of previous years, there are almost always allegations of budget misappropriation, even allegations of manipulation of budget realization reports,” he added.

He also reminded that every budget received by the Kuningan Regional Government, whether from the central, provincial, or Regional Original Revenue (PAD), is the result of joint formulation and submission between the executive and legislature.

“It needs to be understood, it could be that the Kuningan Regional Government’s financial management in 2025 will not experience payment failure, but there will still be payment delays due to the regional financial condition which is still in crisis,” he concluded. ***
