Cirebon City, Konntroversinews | The Cirebon City Government emphasized its commitment to supporting the accelerated implementation of talent management for the State Civil Service (ASN). This was conveyed directly by the Mayor of Cirebon, Effendi Edo, when attending the 2025 BKN Regional Office III Work Area Personnel Coordination Meeting at Cimahi Techno Park, Thursday (9/10/2025).
This strategic activity is an important forum for strengthening synergy between BKN, regional governments and related agencies in realizing professional, adaptive and competitive ASN governance in the digital era.
This coordination meeting carried the theme “Accelerating the Implementation of Talent Management and Digitalization Transformation of ASN Management”, and was coupled with the signing of the ASN Talent Management Commitment with the Head of BKN. Present as sources were the Head of BKN, Prof. Zudan Arif Fakrulloh, high-ranking BKN officials and other regional governments.
The coordination meeting was also attended by the Regional Secretary of West Java Province, all Regional Heads throughout West Java and Banten, as well as the Head of Regional Office III BKN Bandung. From the Cirebon City Government, the Mayor was accompanied by the Head of BKPSDM and his staff.
In his presentation, Head of BKN Prof Zudan Arif Fakrulloh emphasized the importance of collaboration across regional governments to strengthen the quality of ASN human resources.
“Our task is not only to manage staffing, but to provide protection to the community through reliable human resources,” he said.
According to Prof. Zudan, ASN must assist regional heads, including governors, regents and mayors, in realizing the vision and mission of regional development. With a targeted talent management system, said Prof. Zudan, we can place the right ASN in strategic positions, so that we can realize our common goals.
Furthermore, he added that implementing talent management is an important instrument to ensure that each ASN develops according to its potential and performance.
“We have more than 5.4 million ASN throughout Indonesia which must be managed professionally through joint work and continuous consolidation,” he added.
ASN talent management itself is a mandate from Law Number 5 of 2014 concerning State Civil Apparatus, which emphasizes the merit system, namely the management of ASN based on qualifications, competencies and performance fairly without discrimination. This process includes the stages of recruitment, identification, development, maintenance, and placement of employees in accordance with the organization’s needs and strategy.
After the activity, the Mayor of Cirebon said that the Regional Government of Cirebon City fully supports BKN’s steps in accelerating the implementation of ASN talent management.
“For us, talent management is not just about placing people in appropriate positions, but also building a superior, adaptive and globally competitive HR ecosystem. Consistency in implementing this system will be an important foundation for the Cirebon City Government in creating a professional, serving and modern bureaucracy towards a Golden Indonesia 2045,” he said.
He also emphasized that the digital transformation in ASN management will further strengthen bureaucratic reform that is oriented towards quality public services.
“Through this forum, we hope that cross-regional coordination and synergy will become more solid in facing the challenges of ASN governance in the future, so that government officials are able to become a driving force for regional development with integrity and orientation towards public services,” he hoped.
